Mr. James Nee Gedeo II is the founder and Executive Director of the Liberia Cyber Crime Prevention and Mitigation Agency (LCCPMA). He holds a BSc in Network Security and Computer Forensics, with emphasis in cybersecurity and Malware Analysis, from Botho University, Gaborone, Botswana.

He is a European Union and ECOWAS trained cybersecurity expert in the field of cyber infiltration and investigation, trained at the ECOWAS regional cybersecurity training institution in Dakar, Senegal. He also holds a certificate of participation in the GOL/ITU Cybersecurity Readiness Assessment Workshop at the Ministry of Posts and Telecommunications, Liberia.

Mr. Gedeo has been lecturing courses including computer security, IT Project Management, Virtualization, Web Technology Tools, and System Administration. On June 13, 2021, he was appointed as the Global Cyber Alliance’s first Ambassador in Africa.

Under his leadership, LCCPMA has established partnerships with the Ministry of Justice, the Ministry of Posts and Telecommunications, the Global Cyber Alliance, the Global Forum on Cyber Expertise, and numerous other national and international organizations committed to cybersecurity capacity building in Liberia.

Currently, he is a Prospective Graduate, Master of Science in Cybersecurity & Networks, University of New Haven, Connecticut, USA

Mr. Ruben U.S. Heink serves as Deputy Executive Director for Administration at LCCPMA. He holds a BSc in Economics with emphasis in Public Demography from A.M.E. Zion University, and a BSc in Economics with emphasis in Administration from Cuttington University, Liberia.

He has held positions including Training and Manpower at the Liberia Petroleum Refinery Company, Water Treatment Plant Supervisor with the United Nations Mission in Liberia, and Economic/Geography Instructor at the Sis. Shirley Kolmer Catholic School.

Mr. B. Geeplay Williams serves as Director for Technical Services at LCCPMA. He holds a Master in Information Systems with emphasis in Security and Forensics from Obafemi Awolowo University, Nigeria, and a Bachelor of Science in Information Technology from the United Methodist University, Liberia. He also holds an Advanced Diploma in Computer and Information Technology in Business Management from Cambridge International College, United Kingdom.

Mr. Williams is a highly accomplished IT professional with extensive local and international experience in computing and ICT. He currently heads the West Africa ICT Working Group as a regional Executive Director and has attended several programs in Liberia and abroad, including an executive program on cybersecurity, Technology and Innovation Policy.

Mr. Dehkontee Cuppah serves as Chief Operating Officer at LCCPMA. He holds a Master of Science in Computer Science from Bangalore University, India, and a Bachelor of Science in Network Security and Computer Forensics from Botho University, Botswana.

Mr. Cuppah previously served as Cyber Security Officer for the Liberia Revenue Authority, bringing significant practical cybersecurity experience to his role at LCCPMA.

Ms. Cynthia Glay serves as Director of Finance at LCCPMA. She holds an MBA in Accounting from Cuttington University Graduate School, Monrovia, Liberia, and a BBA in Accounting from the United Methodist University, Monrovia, Liberia.

Ms. Glay holds certificates in IFMIS Implementation with emphasis in Systems Audit, Budgeting, Public Finance and Civil Service Management, conducted by Free Balance International at the Ministry of Finance and Development Planning, Liberia. She also holds an Advanced Diploma in Free Balance and IFMIS Products Implementation, and a Certificate in Free Balance Training on Systems Audit and Budget Preparation from the Ministry of Finance in Sierra Leone.

Mr. Titus G. Gooding Sr. serves as Director for Training and Development at LCCPMA. He holds a Master of Science in Computer Software Engineering with emphasis in Software Security and Quality Assurance from Obafemi Awolowo University, Nigeria, and a Bachelor of Science in Information Technology from the United Methodist University, Liberia. He also holds an Advanced Diploma in Cyber Security from Open University England, UK.

Mr. Gooding was involved in setting up the West African ICT Working Group (WAG-ICT) in Nigeria and is a member of the West Africa Cyber Security Forum in Benin Republic. During his internship at SIDMAH Technologies Nigeria Limited he provided several solutions in software security. He is an expert in software development and training.

Mr. Marcus W. Johnson serves as Chief Technology Officer at LCCPMA. He is a certified cybersecurity professional with over seven years of networking security experience, holding a Bachelor degree from BlueCrest University College Liberia.

Mr. Johnson holds several industry certifications including three levels of security training from Fortinet (NSE 1-3), Reverse Malware Engineering from Cybrary, PCI/DSS, Linux Plus, Kali, Cloud Computing, Email Security, End User Mobile Device Security, Virtualization Security, and others. He has previous work experience as a Network Technician at Ghana Broadcasting Corporation and Data Entry Clerk at Ghana Election Commission.

Mr. Moses Amos Kolnagbayan serves as Networking Engineer at LCCPMA. He holds a Master of Information Systems from Obafemi Awolowo University, Nigeria, and a Bachelor of Science in Information Technology from the United Methodist University, Liberia.

Mr. Kolnagbayan is a professionally trained ICT practitioner with extensive experience in networking and information systems.

Mr. Martin Kla Wallace serves as System Developer at LCCPMA. He holds a Master of Science in Computer Software Engineering with emphasis in Software Security and Quality Assurance from Obafemi Awolowo University, Nigeria, and a Bachelor of Science in Information Technology from the United Methodist University, Liberia. He is a certified Technical IT Trainer and IT Professional.

Mr. Wallace is a training consultant for a number of IT training firms as well as private and public sector organizations in Liberia. He has advanced knowledge in application development and programming, and extensive experience in information and data protection and privacy.

Madam Marriama Fofana serves as Program Director at LCCPMA. She holds a Bachelor of Science in Networking from BlueCrest University College Liberia and has been in the employment of LCCPMA for several years.

Madam Fofana has obtained many certifications in cybersecurity education and plays a leading role in LCCPMA’s Women and Girls Cybersecurity Initiatives, driving programs that promote cybersecurity awareness and education among women and girls across Liberia.

Dr. Asadi Srinivasulu serves as Trainer and Board Member at LCCPMA. He holds a B.Tech in Computer Science Engineering from Sri Venkateswara University, Tirupati, an M.Tech in Intelligent Systems from the India Institute of Information Technology (IIIT), Allahabad, and a PhD from J.N.T.U.A, Anantapur, India.

Dr. Srinivasulu currently serves as Head of Research and Professor of Information Technology at BlueCrest University College Liberia. He has 19 years of teaching and industrial experience and holds seven IBM Professional Certifications including RAD, RFT, DB2, RTC, TDS, Lotus Domino, and WID. His areas of interest include Data Science, Big Data Analytics, Artificial Intelligence, Machine Learning, and Cloud Computing. He has published more than 110 papers in international journals and conferences and has published three textbooks. He is a professional member of IEEE, CSI, ACM, and other international professional bodies.

Madam Linda Garblah Okpechi serves as the Focus Person for LCCPMA Women and Girls Cybersecurity Initiatives. She has undergone numerous cybersecurity education training programs at the Liberia Cyber Crime Prevention and Mitigation Agency and obtained multiple certifications in cybersecurity.

Madam Okpechi has also participated in LCCPMA and Global Cyber Alliance training initiatives. In her role, she leads efforts to promote cybersecurity awareness and education among women and girls across Liberia, ensuring that women are active participants in building a safer digital Liberia.
