Who We Are

Liberia's foremost civil society organization dedicated to cybercrime prevention and digital resilience.

The Liberia Cyber Crime Prevention and Mitigation Agency (LCCPMA) is a Non-Governmental Organization (NGO) that has the mandate from the Ministry of Justice to undertake cybersecurity initiatives within the Republic of Liberia. LCCPMA is registered with the Liberia Business Registry and operates as a non-profit civil society organization in the Justice, Security and Rule of Law sector.

While cybersecurity is a public-private partnership business, one of LCCPMA’s core strategies is to collaborate with all stakeholders within the ICT and general business community in providing cybersecurity and ICT education throughout the country. LCCPMA has the qualified professionals and cyber defensive tools to support your institution voluntarily without financial costs.

Liberia has experienced significant cybercrime incidents, including the November 2016 Mirai botnet attack that brought the country’s internet infrastructure to a halt, and the August 2023 SMART AI cryptocurrency scam that defrauded thousands of Liberian businesses of millions of United States dollars. LCCPMA exists to ensure that Liberian citizens, businesses, and institutions are protected from such threats through education, awareness, and capacity building.

Our History

The Liberia Cyber Crime Prevention and Mitigation Agency was founded by a group of Liberian government bilateral scholarship students in the fields of networking, cybersecurity, and digital forensics, from Botho University, Botswana International University of Science and Technology, and the University of Botswana. The team was headed by James Nee Gedeo II, who holds a BSc in Network Security and Computer Forensics from Botho University.

On March 20, 2019, LCCPMA was registered with the Liberia Business Registry as a Non-Governmental Organization. On May 6, 2019, LCCPMA was accredited by the Ministry of Justice, granting its mandate to provide cybersecurity education and cyber-crime awareness campaigns throughout the Republic of Liberia.

In 2020, LCCPMA signed a partnership agreement with the Global Cyber Alliance, one of its key international partners. On May 4, 2021, LCCPMA signed a partnership agreement with the Ministry of Posts and Telecommunications to provide ICT trainings within the various Liberian Government Ministries, Agencies and Commissions (MACs).

Since its founding, LCCPMA has grown into a nationally recognized institution, delivering cybersecurity training to government agencies, financial institutions, law enforcement, the judiciary, academia, and the general public across Liberia.

LCCPMA operates under a clear mandate to serve the Liberian public as an independent civil society organization. Our mandate encompasses:

  • Advocating for sound national cybersecurity policy
  • Delivering cybersecurity education and training to citizens, institutions, and law enforcement
  • Supporting the development of Liberia’s cybersecurity workforce through academia partnerships
  • Facilitating information sharing between public and private sector stakeholders
  • Building and maintaining international partnerships to bring global best practices to Liberia
